Why did NBA leave Vancouver?
NBA pulled out of Vancouver due to a dispute over arena financing. The City of Vancouver was to contribute $40million towards the construction a new basketball venue. This would include 12 luxury suites as well as two restaurants, a bar and a hotel. The City Council decided to give $60 million to the team owners to help pay off existing debt. The city would need to borrow $200 million to construct the arena. However, the owners of the team only had to repay $20 million in debt. This would leave the city's taxpayers responsible for the repayment of the remaining loan.
If the NBA would agree to keep Rogers Arena open until the opening of the new facility, the City Council was willing to approve the plan. The league, however, refused to accept the plan. They claimed that the arena was not large enough. Because it was too small, they didn't want anymore to play there. They felt asking them to continue playing in a smaller venue was unfair when they weren't getting any extra revenue.
The City Council then asked the province to step in and help out by offering financial assistance. Although the province was willing to donate $150 million, the City Council still needed additional $100 million. That's when the City decided to drop its plans and focus on building a new downtown arena instead.
How did the Raptors win in 2019 the NBA title?
On July 18, 2018, the Toronto Raptors traded DeMar DeRozan, Jakob Poltl, and a protected 2019 first-round draft pick to the San Antonio Spurs in exchange for Kawhi Leonard and Danny Green.
On February 7, 2019, the Raptors traded Jonas Valanciunas, Delon Wright C. J. Miles, and a 2024 second-round draft pick to the Memphis Grizzlies for Marc Gasol--another multiple All-Star and former Defensive Player of the Year--and signed Jeremy Lin shortly after that.

He shoots 45% from three-point range, while also shooting 45% from behind the arc. C.J. and Delon Wright, two of their young players, were traded by the Raptors. Miles was used to acquire Gasol but the Raptors believe his experience will prove valuable in the playoffs.
The Raptors were off to a good start with a winning 6-0 record. Their 16th win was on November 23rd. The Raptors were cautious with Leonard, resting him for more than 20 games throughout the season to prevent worsening his previous injury. However, they managed to capture 2nd place in East, only trailing behind Milwaukee Bucks.
